To correct myself, it's normally done with a gunny sack and a rock tossed in to combat the boyancy. It's marginally better than a stainless steel room smelling of bitter nose burning cleaning chemicals with the desparate cries of the other condemned dogs echoing from the back room.
Of course the nanny state of California has decided that my dogs must be physically mutiliated to enforce responsibility on the public, but that's just them being kind.

We had litters of feral barn cats we disposed of this way every spring. And by we, I mean me. I love cats and hated that chore but with 45 years hindsight, I doubt there was a more humane option.
