I wouldn't have thought that cats eyes were pixelated enough to see the movement.

Among the many behaviors that appeared to put cats at risk: ... drinking puddle water ...
You can have my cat's puddle water when you pry it from their cold, wet paws. They love that shit, the scummier the better. Walk right past a dish of fresh water, cry to be let on the lanai, head right for the puddles and drink the green "flavor water". Even better out of the moss-filled potted plants after a good rain.
Flame retardants sound like a good guess, but separating the conditions enough to get a control group will be very difficult. But I would guess that adding more organ meat to their diets would add back the trace nutrients that most house cats are lacking, even if they eat that pink goo they call canned cat food.

I'm going to go with pest control - cats love bugs and small rodents. Many of these bugs have developed immunity to the poisons but still carry them around.
